Maybe a part of our problem here in America (or the whole world, for that matter) is that the people who make the rules are the same people who get to assign blame when something goes wrong. This system pretty much assures that the rules will never be wrong, only those who must abide by them. For the rule-makers to blame the rules, and thus themselves (since they made the rules) takes a stronger person than most even aspire to be.
That was one of the things that unions did before they lost sight of their purpose and became just another political machine for extorting money.

STOP! You're making my head hurt with all these rules! :-)
New Rules!!!!!!
He who makes the rules gets to break them without fear of consequences.
Agreed! I have long agreed with having a teacher's union because we so often get screwed by the government. The teachers and the education system gets the money last and the blame first when it comes to the education and youth of our nation. But... I am now working for a private company that does the job that union teachers don't want to do, and the union blocks various things that we have accomplished from notice. our graduation was not publicized though no other school in th city or state has graduated 126 previous drop-outs. 100% of our kids were accepted to college, but no one cared because the teachers can't be a part of the union. Mind you, it's not that we don't WANT to be a part of the union, and if the union fought for allowing private school teachers to be unionized if their schools receive state money, we'd ALL be better off, but when things go wrong, it's all OUR fault.
